Acceptance (IMPL-PLAN): GET https:///api/health up in compose after deploy/INVENTORY.md is filled and Caddy is merged.

Test-SPEC case IDs: H-1

Same-PR tests: Tests-with-code — API contract tests via httpx TestClient alongside backend feature code. App factory pattern creates fresh app instance per test; no shared mutable state.

In scope:

FastAPI app factory, logging, config
GET /api/health returns 200 {status: ok} with woo_reachable false when credentials not configured
SQLite + alembic skeleton

Out of scope:

Client deterministic modules, inference, Woo create/publish, settings encryption, draft store

Done when / evidence: API contract test green for H-1; health endpoint returns 200 with correct shape via httpx TestClient.
