Project Intel Directive 01 / Phase 13 ACCEPTED (2026-09-13): docs/project-intel-architecture-v1.md is now the CANONICAL source of truth — higher authority than phase documents; wins all contradictions until explicitly amended. Frozen as project truths (until disproven): O1 Amplification≠Churn, O2 Amplification Concentrates, O3 Class-Structured, O4 Governance Persists as Layer, O5 Product Logic Not the Amplifier. Accepted primitive set is EXACTLY: Change Frequency, Change Amplification, Ownership (candidate) — nothing else inherits rights (no Risk, governance scores, verification readiness, Context Thrash). Project blocked on replication, not ideas: S0 proved decision change CAN happen (Tier-1, review allocation); repetition unproven; S1 = one independent engineer, same Card O1, same protocol. No new research/primitives/detector V2/product/commercialization work approved.
