Project Intel status (2026-09-13): Research Cycle 1 formally CLOSED by architecture review. Established: Change Amplification (B', commit-size-normalized co-change influence) is the one high-confidence primitive — thesis reframed from "Repository Risk Engine" to "Repository Change Amplification Engine". First-order observations: O1 Amp≠churn, O2 non-uniform influence density, O4 governance-as-layer (artifact changes, layer survives), O5 product-logic-is-not-the-amplifier. DEAD (removed from model): AI-native AGENTS.md hub claim (OpenHands was exceptional), Review Strength, Amplification×Ownership interaction (insufficient evidence). State: measurement system complete/integrity-validated; product program NOT started (no risk model, detector, or product defined).
