Branch: poc (from gate-b after Gate B accepted)

Sprint: POC · Order 15/16 · Depends on: Gate C acceptance (#33–#38)

Acceptance (IMPL-PLAN): Health non-200 on DB/volume failure; request ID logged on every server request; inference_log records payloads; sync_log written with payload_hash on every publish attempt.

Test-SPEC case IDs: INS-1, INS-2, INS-3, INS-4

Same-PR tests: Tests-with-code — unit tests for INS-1, INS-2; integration tests for INS-3, INS-4.

In scope:

Health non-200 on database or volume failure; woo_reachable false on WooCommerce unreachable
Request ID logged on every server request
Inference request_payload and response_payload recorded in inference_log; payloads contain model name and confidence data
Sync_log written with payload_hash on every publish attempt; retains success and failure

Out of scope:

Prometheus metrics (V1), alerting, log retention, E2E browser matrix

Done when / evidence: Unit/integration tests green for INS-1, INS-2, INS-3, INS-4. Evidence path in commit message.

Verified in main @ 0c00d25:

✅ INS-1: Health 503 on storage not writable (app.py:156-167)
✅ INS-2: RequestIdMiddleware, X-Request-Id on every request (app.py:95-105)
✅ INS-3: inference_log with redacted request/response payloads, model name (inference.py:614-630)
✅ INS-4: sync_log with payload_hash, success + failure (publish.py:247-249)

All four INS acceptance criteria met.
