Branch: poc (from gate-b after Gate B accepted)

Sprint: POC · Order 13/16 · Depends on: Gate C acceptance (#33–#38)

Acceptance (IMPL-PLAN): Full suite (calibrated to ready to publish to success) passes with inference_enabled false; zero calls to inference endpoint asserted. test-inference fail mode blocks Call 2 enablement only; Gate C inference-disabled path unaffected.

Test-SPEC case IDs: OFF-1, OFF-2

Same-PR tests: Tests-with-code — Playwright E2E tests with network assertion for zero inference calls; assert Call 2 disabled.

In scope:

Full suite (calibrated to ready to publish to success) passes with inference_enabled false; zero calls to inference endpoint asserted
test-inference fail mode blocks Call 2 enablement only; Gate C inference-disabled path unaffected

Out of scope:

Call 1, Call 2, taxonomy, Woo publish, settings UI

Done when / evidence: Playwright E2E tests green for OFF-1, OFF-2. Evidence path in commit message.

Verified in main @ 0c00d25:

✅ Full flow with inference off: 409 on call1 when disabled (inference.py:302-303), frontend hides AI buttons (:690), server_description() deterministic fallback (METADATA-70, :515-522)
✅ Call 2 gated independently: content_llm_enabled separate from inference_enabled (:473)

All acceptance criteria met.
