Acceptance (IMPL-PLAN): Inference remains OFF for this slice. Full suite still green with inference disabled. test-inference probes: stateful, stateless, and fail modes all handled.

Test-SPEC case IDs: INF-1, INF-2, INF-3, INF-4

Same-PR tests: Tests-with-code — integration test asserting zero inference calls with inference_enabled=false; test-inference probes for stateful, stateless, and fail modes.

In scope:

With inference_enabled false: slab create skips Call 1; inference_status null; full suite passes end-to-end with zero inference network calls
test-inference returns {ok: true, mode: stateful, vision_capable: true} on a stateful provider
test-inference returns {ok: true, mode: stateless, vision_capable: true} on a stateless provider; Call 2 uses full resend
test-inference returns {ok: false, mode: fail}: Call 2 enablement blocked; Gate C inference-disabled path unaffected
Feature flag for inference toggle; no inference network calls when disabled

Out of scope:

Call 1, Call 2, species picker, taxonomy sync, review UI, settings UI, publish

Done when / evidence: Integration test green for INF-1 (zero inference calls), INF-2 (stateful probe), INF-3 (stateless probe), INF-4 (fail mode blocks Call 2, full suite passes). Evidence path in commit message.
