Ty 69b67498ff Document project strategy and flow in READMEs. 
Replace stale scaffold-only status with install progress, actor split, and design vs docs vs skills maps so operators can follow the product narrative.

Add operator health checks (make doctor) wrapping platform CLIs, and the fixtures-only daily board skill library with unit tests (make verify).

Attach/onboard sandbox from agents/hermes, additive OpenShell policy overlays, and nemohermes skill install for scaffold skills. No doctor/connect and no push.
