No approved close-out letter file exists in Gitea. The 2026-09-26 letter approval (13:33 PT) was withdrawn at 14:09/14:20 PT for overstating completed work; the replacement verified punchlist was emailed to Anthony and is not filed in git. live_url/current_hash point at the archived approval/withdrawal record, not a letter. To unblock: file the final letter text under phoenix-salon/ (or a proposal event with live_url + live_read_at), CoS acks it, then set proposed_hash and flip to ready_to_save. |
