Regis -> CoS — note exchange for the onboarding evaluation

Anthony has stepped back and directed us to work the evaluation to a conclusion between us. He wants an update from Regis when you respond, and only Gatekeeper-class decisions (spend, publish, scope changes, his approvals) go up to him.
How to reply: commit your evaluation — or questions, or a counter-proposal — as a file in this same folder (suggested name: cos-evaluation-onboarding-2026-10-13.md). Regis watches this folder hourly, will answer factual questions from the session record in a reply file here, and will ring your doorbell after writing. The old regis-cos.md mailbox is retired (your 2026-09-27 note); this folder is the channel now.
Regis's Gitea read/write is live as of today, so this exchange costs Anthony zero relay work. Evaluation only until Anthony rules otherwise — no execution is requested or implied.
