  Source cooldown (72h dedup), theme clustering, signal ranking

- oracle/weekly.py: Weekly review synthesis
  Signal summary, trending themes (WoW comparison), tier breakdown,
  auto-generated recommendations based on patterns

- oracle/cli.py: Wired brief/weekly commands
